Introduction
I would like to request a quote for the development of a python script that converts a zipped folder containing an xml file into a shapefile. Current situation KLIC is a database from the Netherlands that contain all the cables and pipe in the country. The user can buy the data for a specific project area. Afterwards the user gets one or multiple zipped folders containing de KLIC data for a specific area. Currently the user is using tooling inside the AutoCAD software the load the data from the KLIC and convert it into shapefiles. Script A python script must be made where the user can select a zip folder containing the KLIC data including the XML file, and the tool converts this into a shapefile with the same structure as the shapefiles in the attachment. The two scenarios may be shown on the same map or set of maps using different colors. o Note that using the 100-year flood elevations to determine “at risk” structures is not an appropriate methodology to satisfy this requirement. o The inundation map must clearly show all impacted structures, roads, railroads, and other well-known features (located within the inundation zone extent) and reference each on Residents/Business/Roads/Infrastructure at Risk (Table 5.1). o Provide all supporting methodology used to develop the inundation map including: methodology used, assumptions made, modeling software used (if any), electronic files of the models, associated inputs, date of creation, legend table, compass, topographic contours, scale size, and direction arrows.

I have a file with polygons (circles) with radius 500 meters. There are 24 circles. I need someone to open this file in Google Earth Desktop Pro and determine whether there are houses / human structures within the circled area. This is a manual review using satellite imagery -- I want you to look and judge whether there are houses, structures, or a village in the area.
The circles denote rural areas in tropical Africa, so structures may be difficult to see (they may be circular; they may be the same color as surrounding vegetation). I will provide some resources to help with this process, including datasets that identify buildings automatically. These can be used to GUIDE your review, but you must review the area on the map manually and at a high resolution. It generally takes between 2 and 5 minutes to review each circle. I have many files with 24 circles each; I expect each file of 24 circles will take around 2 hours to complete. I will hire several workers, with the option to provide additional work for those who display high accuracy and are interested in more work. I have provided a sample file so you can see what the work consists of. Process for Setup: 1. Open Google Earth Desktop Pro 2. Unzip the provided shapefile 3. Drag the provided shapefile into Google Earth 4. Change the color / opacity of the circle so you can see the satellite imagery below it. 5. Drag additional useful shapefiles into Google Earth (Google Buildings dataset, which I will provide) Process for Each Circle: 1. Zoom in on the first circle and look closely for any buildings. 2.
