Looking for AWS / Terraform / Packer / IaC Automation Expert that can provide step-by-step instructions and/or walk me through on how to setup a Terraform environment with a CI/CD pipeline (using GitHub / Actions) to provision infrastructure in AWS. I'd also want to get thoughts on how to automate the AMI generation and installation of specific software packages for the Windows Server EC2 (Power BI Desktop, Power BI Data Gateway, Python, Adoptium Java, GoCD Server and Agent).

Requirements:
-The region will be us-east-1 with 2 AZs (1a and 1b).
-Basic VPC / IGW / Network setup that fits this use-case.
-1 RDS instance of PostgreSQL - instance size of db.m6i.xlarge (Multi-AZ with one standby)
-I'd like to incorporate a SQL Script to run against the RDS instance of PostgreSQL and create tables / schema.
-1 EC2 instance of Windows Server 2025 (m7i.2xlarge size)
-Security Groups that allow the EC2 to communicate over port 1433 to the RDS instance of PostgreSQL.
-1 ELB with Auto-Scaling Group for the single EC2 instance for some high availability.
-Terraform state will be stored in an S3 bucket / DynamoDB table
-Incorporate use of best-practices both for security, hardening, and operations (e.g. tags, custom error handling, conditions if appropriate, etc.)

This is for my personal AWS account environment where I want to better understand AWS and Terraform IaC by looking at a professional's work including creating AWS infastructure specific / Terraform IaC pipeline documentation for the deployed resources / environment.
